ALL: Why have No Recent Auto Pushes of Service Packs happened?

Service packs are automatically pushed to organizations with the latest four releases installed. If an organization has an older version, the service pack will not be pushed automatically. In that situation, a support case must be logged to install the service pack. This process is required until the organization upgrades to a supported version.
