FRB: Error Message: "You do not have access to the Apex class named 'frb_UserAccessController’" when Trying to Access a Report

When attempting to access a Financial Report Builder report, an error message may appear stating, "You do not have access to the Apex class named 'frb_UserAccessController’". This error is caused by a permissions issue. To resolve this, the "Report Builder" permission set must be added to the user's profile.
