The Project Manager was unable to submit a Timecard for an external user because the user could not be found in the Timesheet Entry screen.

To allow the Project Manager (PM) to view the resource in the Timeentry Sheet and enter Timecards for the external resource, follow these steps:

1. Update Timecard Entry UI Global Custom Setting
   1. Go to Setup and navigate to Custom Settings
   2. Locate Timecard Entry UI Global and click Manage
   3. Change the Resource Access field to "All"
2. Create or Update a Permission Control Record
   1. Use the App Launcher to search for and open Permission Controls
   2. Locate the Project Manager in the User column and click their Permission Control Name
   3. Set the Resource / Region / Practice / Group to include either the specific external Resource or their RPG
   4. Under Timecard & Expense Permissions, check the Timecard Entry checkbox
3. Required Permission Set
   1. The PM must also have the 'PSA - Enter Time Against Projects and Assignments' Permission Set assigned

The issue is caused by insufficient permissions.
